Overview
Chaotic Evil is one of nine unofficial alignments used to describe a character's personality and ethics sway.
Wikipedia says* on characters of this alignment: "[They] tend to have little respect for rules, other peoples' lives, or anything but their own selfish desires. They typically only behave themselves out of fear of punishment."
On the law vs. chaos axis, they are entirely chaotic, having no credos, codes, traditions, rules, or respect for any of the above. They are anarchic and may form some vague patterns in behavior only as long as it suits their current needs, but will discard a promise or contract as soon at it begins to hinder them. They are thus the least possible trustworthy characters.
On the good vs. evil axis they are evil, meaning that they tend to enjoy doing wanton, unprovoked harm (whereas a chaotic good character will do the right thing even if it's illegal, and a chaotic neutral one will do whatever they feel like but still avoid doing unnecessary harm). They form no prerequisites for their injurious actions; it is not as punishment or some zealous anti-justice, it is only for the sake of itself. For this reason, negotiating and pleading for mercy may be almost always fruitless and impossible.
Their downfall, however, is their very restless nature: without forming reliable alliances, they soon find it difficult to make any allies (other than similarly CE ones who can only be trusted so long as they can be punished enough to obey). Being the antithesis of the lawful good types (ie most paladins and priests), they are often specifically sought out to be slain.
